H.R. 1446 will address the Charleston loophole, named so because the Mother Emanuel AME Church shooter exploited it to acquire his firearm. It allows gun sales to proceed without a completed background check if three business days have passed; just last year, thousands of guns were sold to prohibited purchasers because of it.
